Their low strength is due to the scattered Airborne drop onto Grozny taking place on the night of September 14th, with such low strength Battalion could only spare three men to Deal with the 5 or so combatants defending the building.
1 Hour after the operators taking the building they were reinforced by 2nd battalion of the 506th Parachute infantry regiment at the 101st Airborne division, also scattered in the drop
