Wasteland Faction?

So I was thinking of making a Wasteland faction of mutants that mostly work underground making machines, tools, and structures. They are about the size of a human child. I would like to ask first before assuming I could do this.

I would like to have at least @SrgtGreen or @NatoGreavesy respond to this post.
