My brain and common sense are saying the brute, but seeing as your name is Halo ODST you'll somehow find a way to make the ODST win. If we're talking about game-realistic shield strength (assuming the difficulty is Legendary), the ODST would get mauled. But again, this ODST probably has plot armor and therefore will win.

The ODST. The ODST could shoot at it, and as the brutes always do, swing and lung forward. then the ODST could get behind it and assassinate it with it's knife
